Project description: This study was financed by Ministry for Foreign Affairs of Finland and Winwind Oy. Pöyry Energy Oy was defined as the responsible partner for the project realization, with significant contribution by SEEC - South East Europe Consultants, who provided vital input information for the study. The project start was delayed, due to political turmoil in the country which resulted in difficulties to get necessary permits to start required wind measurements. Expectation on the local level were not in line with the targets of the project and therefore the project team decided to wait and justify the project benefits rather than increase project cost for speeding up. During the project several potential sites at the territory of the municipality Vršac were visited in the time period from 2005 to the beginning of 2007 year and preliminary site selection was done. According to the site visit and done evaluation the most interesting sites have been selected. It has concluded that is possible to construct wind farm with total capacity higher than 50 MW. Detail wind measurements were conducted. Also thorough views on the local rules and legislation related to wind farm construction and environmental issues have been analysed. Access to power transmission grid has been analysed and the extent of the required civil works has been estimated. Also local land ownership review has been done. Main tasks and services provided by SEEC within the Project were:
