Project description: The main objective of this study was the revision of GIS and GIS – Updating expansion planning analyses assuming that planned Rehabilitation and Modernization of Unit 3 and 6 at Turceni TPP will compete within the regional electricity market with other existing and planned rehabilitations and new projects for other power plants. For the above required analyses, the Consultant used the same methodology approach and models as applied within the WB and EC GIS and GIS – Updating studies. Taking into account actual viewpoints regarding current status of the rehabilitation project of TPP Turceni units 3&6 and future potential development options of SEE power system proposed within the GIS Project, the position and role of the rehabilitated Turceni 3&6 units in the planned future SEE regional electricity market covering planning period extended till the year 2025 has been defined. Work has been successfully finalized at the end of June 2008. Within this Study activities of SEEC included the following:

• Review and updating of the available data bases;
• Determination of the relevant data regarding TPP Turceni units 3&6 rehabilitation;
• Defining of the extend demand forecast;
• Least-cost expansion planning analyses for the Baseline Scenario;
• Least-cost expansion planning activities within agreed Sensitivity Analyses;
• Draft final report and final report preparation.
