Project description: The main objective was to support governments, decision-makers, privately and publicly owned energy companies, private and public investors in their efforts to make Contracting Parties capable to meet their commitments under the Energy Community Treaty (ECT) by the foreseen deadline. This can be achieved either by the modernization of large combustion plants, by changing fuels or by replacing plants by new capacities. The Consultant developed a scenario for each Western Balkan - parties of the Energy Community (Albania, Bosnia and Herzegovina, Croatia, FYR Macedonia, Serbia, Moldova, Montenegro, Ukraine and UN Interim Administration Mission in Kosovo - UNMIK (pursuant to UN resolution 1244)). Recommendations have been prepared regarding the purpose of retrofitting measures for each plant which are necessary in order to meet the requirements of the LCP Directive and the lED. Under the framework of this project SEEC had performed these tasks: inventory of combustion plants, data gathering, gathering additional information on measures that would be needed to meet the requirements of the LCP Directive, carrying out interviews with relevant stakeholders, estimation of costs and benefits, etc..
