Project description: The World Bank has secured financing from the Joint Grant Facility under the Western Balkans Investments Framework (WBIF) to help the WB countries identify viable investment options and policy measure to increase their use of biomass for heating in a sustainable manner. The objective of this assignment is to identify viable investment options and policy measures to increase the use of biomass for heating in the WB region in a sustainable manner. To this end, the regional assignment will include:
The assignment is expected to inform the Governments and key stakeholders (including investors, utilities/municipalities, the World Bank and other development partners) on viable options to achieve above referenced objective. The assignment covers following countries: Albania, Bosnia and Herzegovina, Croatia, Macedonia, Montenegro and Serbia with UNMIK. For each of the tasks, the Consultant is expected to conduct country-specific assessments, but specifically highlight common regional issues and recommendations/conclusions. SEEC provides 12 local experts in six countries to cover on the local level estimation of heating and biomass potential within following tasks: - Gathering and collection of all the information required to complete the biomass supply and heating systems analysis within all countries of the region, - Gathering and collection of all the information required to complete the assessment of economically viable biomass options for heating, - Gathering and collection of all the information on all the relevant institutional, regulatory, financial, legal and policy framework, - Support leading international experts in preparation of up to 6 case-studies for selected cities/sub-regions.
