Consultancy Services for the Project ‘’Rehabilitation of HPP Zvornik’’, Serbia

Project description: After an operation time of almost sixty years the Zvornik Hydroelectric Power Plant on the Drina River needed rehabilitation. The purpose of the project "Rehabilitation of Hydroelectric Power Plant Zvornik (HPP Zvornik)" was rehabilitation of generating units (4 x 24MW) and appurtenant equipment in the plant that was constructed in 1955, so the equipment has generally reached its economic life span and suffered from deficiencies and risks of failure. The HPP complex is located approximately 150 km south-west of Belgrade. The German Development Bank KfW and EPS jointly provided the funds for the necessary implementation of the project. The rehabilitation scope included replacement of the turbines and generators, cooling water system, compressed air system, related generator excitation equipment and step-up transformers of all four units, 110 kV switchyard, located 800 m from the dam as well as measuring, control and protection equipment for all four units, construction works, conduction of hydraulic model tests of the turbine runners and assembly, installation and commissioning tests of turbines, generators and other equipment as well as trial operation for each unit. SEEC in consortium with a Tractebel Engineering GmbH was contracted for consulting services and supervision of the project implementation. The consultants had reviewed the tender documents, evaluated bids, and assisted in contract negotiations among other tasks. Furthermore, consultancy team has reviewed and approval of the contractor's design and assisting in the site supervision are within the scope of services.
Consultancy services have been successfully finalized in October 2021. Upon rehabilitation total installed power of power units was increased to 125,6 MW, which is cca. 30 % more than the previous installed power. Also, the implementation of project resulted in hydropower plant operation extension for an additional 40 years. The provided services include:

• Revision and verification of the tender documents for procurement under ECA rules (technical and commercial parts),
• Quality and cost control for the implementation of the Project,
• Revision and verification of the tender documents for procurement under ECA rules (technical and commercial parts),
• Technical assistance in the execution of the tender procedure, evaluation of the tenders, and recommendation for contract award, based on the KfW Guidelines,
• Technical assistance to EPS for contract negotiation and contract conclusion in line with KfW Contracts under Financial Cooperation with Developing Countries,
• Technical assistance in the supervision of works and revision of the design documentation,
• Technical assistance in commissioning, trial-run and performance tests,
• Technical assistance in the Project management and monitoring,
• Regular reporting activities to Employer and KfW, including preparation of the Final Report.

The Project has been implemented according to FIDIC Yellow Book conditions of contract.
