Project description: The main objectives of the study were based on review of existing documentation, relevant regulation, energy market requirements, environmental protection requirements and appropriate EU directives identification of locations for SHPP development; based on technical, financial and economic and environmental aspects, using appropriate software for decision making support, identify and rank 25 the most attractive locations; formulate and propose a set of specific steps, and as well as logical sequence of these steps to be taken by stakeholders to organize own incentive including use of subsidizing mechanism for renewable energy use, known as "green certificate". To achieve identified objectives and according to the requirements of Terms of References, the experts of SEEC realized the whole investigations predicted to be carried out within the Pre-Feasibility Study on SHPP Potential Sites in Serbia within the following key activities comprising:

• Revision of the existing documentation, regulation, environmental protection requirements as well as all potential locations for SHPP development;
• Technical analyses of the potential sites;
• Cost estimates;
• Economic analysis;
• Ownership issues;
• Promotional issues;
• Selection of 25 priority projects.
