Project description: Japan Bank for International Cooperation (JBIC), an executing agency for Japan’s Official Development Assistance (ODA) loans, initiated the Pilot Study for Project Formation for Transport Network Development in the Western Balkans (the Study). This study seeked to identify promising regional transport infrastructure projects and to propose a short- to medium-term strategy for JBIC activities in Western Balkan countries (Albania, Bosnia and Herzegovina, Croatia, Macedonia, and Serbia and Montenegro), while considering major envisioned works supported by the EC and the IFIs. Accordingly, JBIC commissioned the Study to a team formed by EXeIdea Co., Ltd. of Japan (the Study Team). SEEC as subcontracted firm participed in following tasks:
