Project description: The Study comprised the following issues with respect to planned renewable energy sources development in Montenegro:

• Identification of investment opportunities in the renewable energy projects in Montenegro;
• Detailed available economic values of the investment (in €/MW installed) on the identified potential projects have been reviewed, considering the Montenegrin reality and conditions;
• Analyzes of current status of electricity pricing for renewable energy sources. - Analyzes of current status and Government policy concerning feed-in tariffs for the renewable energy sources;
• Analyzes of modalities and possible forms for financing the renewable energy sources in Montenegro including costs of alternative project financing models;
• Analyzes of the whole authorizing/permitting/licensing process (from application for a concession to the issue of the plant operating licenses), identify problems and obstacles/barriers and comparing them with regional experience;
• Analyzes of existing environmental/ecological conditions and possible constraints for development of renewable energy sources;
• Recommendations to the Client with respect to modalities of public-private partnership in development of renewable energy sources in Montenegro;
• Review existing available documentation for most promising identified renewable energy projects and give preliminary estimates and recommendations to the Client in terms of ranking of the most promising projects;
• Consideration of legislative framework, institutional competence for granting concessions and approaches in concession granting relevant for the renewable energy sources development.
