Project description: Assistance to EPS PIU in Project implementation. Main tasks and objectives of the Project:

• Reviewing the existing EPS distribution and metering situation. Review the EPS Loss Reduction Plan as to ensure that all the components of the project are integrated with EPS's other corporate activities and that the potential benefits of the project are fully realized;
• Analyzing the promoter procurement, project implementation and planning capabilities and means;
• Preparing a set of four scenarios defining the project's scope, selecting the target customers based on cost effective approach, preventing geographical dispersion as much as possible;
• Defining software and system platform and integration: supply, installation, testing and commissioning of three separate modules (software/hardware) for remote management, remote reading and measurement database, including EPS training;
• Defining and structure the communication path to be used for data transmission by employing EPS telecommunication system;
• Assisting in preparing Project Manual;
• Assisting in finalizing the detailed job descriptions;
• Reviewing the contract packaging for the Project;
• Conducting a market survey;
• Reviewing the latest cost estimates for the Project and proposed required changes;
• Assisting in preparation of the detailed tender documentation with full compliance of EBRD's Procurement Policies and Rules and EIB's Guide to Procurement;
• Assistance in preparing the regular reporting (monthly progress reports) required from the PIU.
