Drafting of Cross Border Capacity Allocation Rules for Moldova

Project description: The overall objective of the assignment is to improve the existing Rules for access to interconnection capacities (adopted in December 2016) in Moldova and to ensure a full compliance with EnC acquis requirements. The purpose/specific objective of this assignment is to assess and analyze the existing interconnections between Moldova and Romania and between Moldova and Ukraine and to propose appropriate Cross Border Capacity Allocation Rules. The Rules may differ, if necessary, between the two interconnectors, especially considering that the Romania-Moldova interconnector is a back to back interconnector between two areas, operating in a non-synchronized way. In both cases, the elaborated Rules should remain complaint with the EnC acquis. Results to be achieved should be that the National Energy Regulatory Agency of the Republic of Moldova (ANRE) adopts a full and operational set of Cross Border Capacity Allocation Rules which will allow for:
- Cooperation with the Ukrainian side in performing electronic auctions; and
- Implementation of fair and competitive processes in the allocation of the high-voltage, direct current (HVDC) interconnector capacity with Romania, in full compliance with the EU requirements.
Description of actual services provided:
- Review of the existing Rules for access to interconnection capacities (adopted in December 2016) in Moldova and identification of incompliances towards Regulation (EU) No. 714/2009; Review of the Ukrainian Cross Border Capacity Allocation Rules in view of drafting an updated version which will allow the Moldavan Transmission System Operator (TSO) to join the platform run by the Ukrenergo (the Ukrainian TSO) for coordinated auctions;
- Review the situation and the type of trades performed in the HVDC interconnector with Romania;
- Draft updated version of the Rules for access to interconnection capacities in full compliance with EnC acquis. Any derogations might be allowed only for a transitional period and only in view of creating an environment compatible with the requirements of the Ukrainian auctioning platform;
- The Draft updated version of the Rules should include provisions regarding the cross border capacity allocation in the frame of the current situation in the Moldovan wholesale market (absence of DAM or IDM markets) but should also include provisions regarding cross border capacity allocation in the future, when a DAM and possibly an IDM will operate in full compliance with the EU target model.
- The Draft updated version of the Rules should include provisions regarding the cross border capacity allocation of the HVDC interconnector in the frame of the current situation in the Moldovan wholesale market (absence of DAM and IDM markets) but should also include provisions regarding cross border capacity allocation in the HVDC interconnector in the future when a DAM and possibly an IDM will operate in full compliance with the EU target model.
