Drafting of Cross Border Capacity Allocation Rules for Moldova

Project description: The overall objective of the assignment is to improve the existing Rules for access to interconnection capacities (adopted in December 2016) in Moldova and to ensure a full compliance with EnC acquis requirements. The purpose/specific objective of this assignment is to assess and analyze the existing interconnections between Moldova and Romania and between Moldova and Ukraine and to propose appropriate Cross Border Capacity Allocation Rules. The Rules may differ, if necessary, between the two interconnectors, especially considering that the Romania-Moldova interconnector is a back to back interconnector between two areas, operating in a non-synchronized way. In both cases, the elaborated Rules should remain complaint with the EnC acquis. Results to be achieved should be that the National Energy Regulatory Agency of the Republic of Moldova (ANRE) adopts a full and operational set of Cross Border Capacity Allocation Rules which will allow for:
