Project description: In November 2006 year SEEC contracted with a private investor Consultancy services in the process of privatization of five Small Hydro Power Plants (SHPP) in Montenegro. Contracted services were related to the following periods: before tendering period, tendering period, bids evaluation period and contracting period. Before tendering services had included: review of the existing technical solutions, analysis of the operational data, assessment of the status of equipment and structures, assessment of the possibility of use of the existing equipment and structures, analysis of the accounted values of the assets and present values, assessment of the additional environment protection measures, assessment of the needed reconstruction and modernization measures or replacement of the equipment aiming to enable that SHPP operate without permanent staff; analysis of the existing legislation relating to privatization, concession, employment, foreign investments, approvals and permits for SHPP reconstruction, obtaining of the privilege electricity producer status and incentives for RES utilization, and analysis the opportunity of participating in tendering process. Consultancy services in the course of tender period included: review and analysis of the tender documents, assessment of the financial viability of the investments, elaboration of the most favoruable biding strategy, elaboration of the bid, and consultancy during the negotiation and contracting.
