Pre-feasibility study with Conceptual Design for gas fired CHP CCGT 110 MWe plant within District Heating Company Energetika Loznica and Owners’ consultancy, Serbia

Project description:

(i) Preparation of complete pre-feasibility and plant conceptual design in compliance with Serbian legislation, including energy demand forecast, power transmission system & gas supply analyses, evaluation of existing facilities (brown field project), evaluation of technical alternatives, heat plants diagrams and optimization of the cycle, , environmental impact assessment and spatial analyses, legal consideration, power Purchase agreement drafting, Long Term Gas supply agreement drafting, and activity time schedule. All design work has been carried out using licensed software (Thermoflow Inc., USA, GT Pro, GT Master, Peace, Thermoflex) for which SEEC is authorized client. Based on the findings and recommendation, international investor has decided to build CCGT CHP 110 MWe plant and ordered from SEEC feasibility study with basic engineering design in order to obtain construction permit. The plant should deliver also 30.000 MWh heat to district heating of the town, 12.000 MWh to green house and 164.000 MWh of process steam to the industry.

(ii) Owners’ consultancy: Provision of advice, technical and legal support in procurement of equipment, preparation of tender documents and invitations to tender, clarifications to the bidders, technical evaluation of bids and their ranking, negotiations with successful bidder for gas turbine, HRSG and steam turbine, technical support to the investor in negotiations with international financial institutions and private financiers, negotiations about PPA, negotiations about long term gas supply agreement, corporate legislation (taxes, Governmental support to companies), etc.
