Project description: The Consultant was selected to study the local market and factors affecting the demand and tariffs, focusing on the 10 cities and to determine the best solutions for providing heating services to residential multi-storey buildings and public buildings in the Cities. The Consultant proposed an investment programme (the “Investment Programme”) for heating in the Cities. The focus of the Project is on potential biomass use for heating and eventual mini CHPs. The assignment was divided in two phases:
(i) An initial assessment phase of technical, socio-economic, financial and environmental factors for each of the participating Cities to determine project options, technical parameters, cost benefits, projected viability and scope; and
(ii) selection of the most viable Cities/Projects for further elaboration and preparation of the feasibility studies and subsequent investment programmes for finance / implementation by the Bank.
